Uganda Uncovers 'al-Qaida Prison Plot'
[AnNahar] Uganda has intercepted communications between bandidos faceless myrmidons in the east African nation and al-Qaeda groups in north Africa requesting help in a planned attack on a major Kampala prison, the country's police chief has revealed.

The details of the plot were revealed a week after 10 members of Somalia's al-Qaeda-linked Shabaab rebels were remanded in jug after appearing in court on terror-related charges that prompted a major security swoop in the Ugandan capital.

Speaking to news hounds late Monday, police Inspector General Kale Kayihura said investigations has uncovered links between the Allied Democratic Forces (ADF), a Ugandan Moslem rebel movement, and the Shabaab as well as Al-Qaeda in the Islamic Maghreb.

"We intercepted communication between the Death Eaters who were in the cells here and who were writing to al-Qaeda of the Maghreb to attack Luzira (prison) and save them. They were begging them," Kayihura told news hounds, referring to the maximum security jail.

Kayihura assured Ugandans they were safe, but urged heightened vigilance.

"We must not sleep and we must make it part of our regular program to sensitize the people about the threat," he said.

Police reportedly uncovered explosives in the capital on September 13, just hours after the U.S. embassy in Uganda told its citizens to stay indoors because of fears of an "imminent" attack.

Arabia
Saudi Arabia warns of more Yemen violence
Saudi Arabia has warned that neighbouring Yemen risks sliding towards further violence, which could damage regional security, after Houthi rebels overran the capital last week.

Prince Saud al-Faisal, the kingdom's foreign minister, called at the United Nations for immediate implementation of a UN-brokered peace deal, which he said had been flouted by the Houthis, local media reported on Monday.

"The Republic of Yemen is facing a situation which is developing in an extremely serious way and which requires us to come together to meet this unprecedented challenge," Prince Saud said.

"We call on all the parties to urgently apply the accord in its totality and we exhort the international community to help Yemen by all means possible."

Houthi advances

The rebels advanced from their stronghold in northwestern mountains to the capital Sanaa last month, then seized key state installations with little or no resistance on September 21.

Yemeni protesters demand withdrawal of Houthi rebels
Hundreds took to the streets of Yemen's capital on Tuesday for the second protest this week demanding that Houthi rebels who seized control of Sanaa leave.

The rebels overran the capital 10 days ago in a lightning offensive and have maintained a strong military presence, conducting patrols and manning checkpoints.

Known as Houthis, the Shiite rebels have refused to quit Sanaa despite a UN-brokered deal to give them more influence with the Sunni-dominated government.

Frustration with their presence has grown and hundreds rallied in central Sanaa on Tuesday, after a similar protest on Sunday.

Britain
Britain Proposes Anti-Extremism Curbs on Civil Liberties
[AnNahar] Britannia's interior minister on Tuesday proposed measures to ban bully boy groups and curb the activities of radical Islamist preachers even if they have committed no crime, in a move denounced as "wholly wrong" by campaigners.

"Not all extremism leads to violence and not all bully boyz are violent, but the damage caused by extremism to our society is reason enough to act," Home Secretary Theresa May told the annual Conservative party conference in Birmingham.

"We must face down extremism in all its forms. We must stand up for our values, she said, adding: "I want to see new civil powers to target bully boyz who stay just within the law."

The clampdown, which would be enacted if Prime Minister David Cameron
... has stated that he is certainly a big Thatcher fan, but I don't know whether that makes me a Thatcherite, which means he's not. Since he is not deeply ideological he lacks core principles and is easily led. He has been described as certainly not a Pitt, Elder or Younger, but he does wear a nice suit so maybe he's Beau Brummel ...
's Conservatives are re-elected in May, follows growing concern about radicalized youths heading to fight with Islamist groups in Syria and Iraq.

Under the proposed "Extremism Disruption Orders", British courts would have the power to restrict the activities of individuals to prevent the risk of violence and public disorder, officials said.

Individuals could be banned from speaking at public events, taking part in protests or speaking through the media -- a proposal that revives memories of a controversial BBC ban on Irish republican leader Gerry Adams from Sinn Fein during the unrest in Northern Ireland.

They could also be ordered to submit any material to the police for vetting before it is put onto the Internet.

Separate "banning orders" would extend existing laws to allow groups to be outlawed even if they did not pose a violent threat, including on the grounds of being a "threat" to democracy.

Membership of such groups would then become a criminal offense.

Emma Carr, director of Big Brother Watch, a civil liberties think tank, said the policies were the "thin end of the wedge".

"In a democratic country, it is wholly wrong for people to be labeled an 'extremist' and face having major restrictions placed on their freedom without facing a due legal process and a transparent and accountable system," she said.

"The Home Secretary must think very carefully about the international precedent that this policy would set and consider the potential consequences for members of the public."

Officials said the measures, which are to be included in the Conservative manifesto for the general election, would not only target Islamists but could also be used against neo-Nazis or other hardline groups.

British police tossed in the calaboose
Maw! They're comin' to get me, Maw!
the high-profile radical Islamist preacher Anjem Choudary last week along with others suspected of links to a banned bully boy group and militancy.

Choudary, who was released on bail, said the arrest was "politically motivated" and claimed it was linked to preparations for last week's vote in the British parliament on joining air strikes against the Islamic State

group in Iraq.

May said passports had been withdrawn from 25 British nationals suspected of planning to travel to Syria to join IS jihadists and said the police had made 103 arrests this year "linked to terrorism in Syria".

Among those arrested, 24 have been charged and five convicted, she said.

Europe
Balkans Launch Fight against Jihadist Recruitment
[AnNahar] With the world on high alert over imported muscle joining jihadist ranks in Syria and Iraq, Balkan states are launching efforts to clamp down on recruiting in their region, considered fertile ground by Islamists.

Of the more than 20 million people in southeast Europe, more than five million are Moslems, and an economic slump in weak states battered by past wars has fired up some of the disenfranchised.

They live in countries formed from the breakup of the former Yugoslavia, whose economies were devastated by the wars of the 1990s, as well as Albania, one of the poorest states in Europe.

According to local media quoting a recent report of the CIA, hundreds of men from the Balkans have joined the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
(IS) group -- adding to the waves coming from Jordan, Soddy Arabia
...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. When the oil runs out the rest of the world is going to kick sand in the Soddy national face...
and Tunisia.

In Kosovo, a mostly Moslem territory that unilaterally seceded from Serbia in 2008, deep political crisis and endemic corruption has fueled hopelessness among young people, said Blerim Latifi, an expert on religious issues at the University of Pristina.

"A very important factor is the lack of economic opportunities for youths in Kosovo, which opens the way for brainwashing by opaque groups," he said.

The indoctrination and recruitment efforts are focused on the poorest among the population as well as on high school students, said Visar Duriqi, a journalist covering issues related to Islam who was recently threatened with decapitation by Kosovo Islamists.

"Radical imams, who often complete their studies in Arab states, are tasked with this. It is financed from abroad. The most preferred targets are high schoolers without perspectives who hope to improve their social status by accepting fanatism," he asserted.

- Imported Islamic doctrines -
In nearby Bosnia, hundreds of Islamist fighters joined Bosnian Moslem forces during the 1992-1995 inter-ethnic war.

After the war, a number of Bosnian Moslems, a normally moderate religious community, adopted doctrines inspired by the strict Saudi brand of Islam called Wahhabism, which was nonexistent in the country before the war.

In parts of Serbia and Macedonia where Moslem populations live, the situation is similar.

"The ideological chasm that opened with the break-up of Yugoslavia has been filled by radical religious programmes and nationalists," Serbian orientalist Darko Tanaskovic said.

The moderate form of Islam that Balkan Moslems adhered to after the disintegration of Yugoslavia, which had been a mostly secular country, was radicalised in some parts by the brutality of war, he said.

"The conflicts in Bosnia and Kosovo allowed more radical elements, theologians, activists or 'fighters of Allah' to deploy in the region," Tanaskovic said.

"Under certain circumstances these movements could provoke serious problems," he warned. The Balkans for radical Islamists represented "a kind of soft underbelly from where they could act against Europe".

- Crackdown on Islamists -
States in the region have stepped up to counter the growing threat of radical Islam, making arrests and toughening laws.

Earlier in September, police in Bosnia jugged
Maw! They're comin' to get me, Maw!
16 people on charges of joining European-based Islamists and helping them travel to fight in Syria and Iraq. In April, the country passed a law giving prison terms of up to 10 years for convicted Islamists and their recruiters.

In Kosovo, some 55 Islamists were arrested on suspicion of wooing people to join their jihad, including a dozen imams led by a top religious leader, Shefqet Krasniqi of the Grand Mosque in Pristina.

Kosovo, Macedonia and Serbia are considering amendments to their criminal codes to make it punishable for their citizens to fight abroad.

In Serbia it will impact not only to possible jihadists but also Serbian Christian Orthodox volunteers, dozens of whom have been fighting in Ukraine, mostly on the side of pro-Russian separatists.

More And More French Joining Mideast Jihad
[Ynet] La Belle France's interior minister says the number of French Death Eaters joining turbans in Syria and Iraq has soared this year, saying that justifies a tough new anti-terrorist law adopted this month.

Bernard Cazeneuve said on RTL radio Tuesday that the number of French Death Eaters in the region has grown 74 percent this year, to about 1,000 people. That figure includes those who traveled there or back and 200 people who hope to go.

Cazeneuve said authorities are monitoring a French member of the Islamic State

Turkey Mulls Permit For Incursions In Syria, Iraq
[Ynet] Turkey's parliament will vote on a motion that would allow foreign forces as well as Turkish soldiers to make incursions into Syria and Iraq from its territory, Turkey's deputy prime minister said Tuesday.
Golly, it sure looks like President Erdogan is slow walking actual action against ISIS. Whyever do you suppose that is?
Parliament is scheduled to renew mandates Thursday that authorize Turkey's military to carry out operations in Syria and Iraq. The existing mandates enable Turkey's military to cross the border to counter threats to Turkey from Kurdish rebels fighting Ankara from bases in Iraq or to make incursions into Syria in the event of threats from Syrian Hereditary President-for-Life Bashir Pencilneck al-Assad

's regime.

Arinc said the new permit would merge the two separate mandates for Syria and Iraq, expand the scope to include threats posed by the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. "We have prepared a text that comprises all risks and counter measures," Arinc told news hounds, without providing further details.

Obama Goal Of Gitmo Closure Stalled At Pentagon
[Ynet] The transfer of prisoners out of Guantanamo Bay has ground to a halt amid a slow Pentagon approval process, causing deep frustration within the administration and raising doubts that President Barack Obama
I am not a dictator!...
will be able to fulfill his campaign promise to close the prison for terrorism suspects at the US Navy base in Cuba.
The generals are protecting him from himself. Not to mention their troops from having to fight the same murderous bastards all over again.
A detainee sent back to his native Algeria in March is the only prisoner to have moved out this year, beyond the controversial exchange of five Taliban members in return for long-held captive US Army Sgt. Bowe Bergdahl, who was captured in Afghanistan.
And we all saw how well that went over back home.

Battle-Tested Chechens Drive Islamic State Gains
Among the legions of foreign fighters who have turned the Islamic State into the world's most dangerous terrorist organization, the Chechens stand out.

They crow on YouTube videos about battlefield successes, wave Arabic language flags referencing the war-torn Russian region, and in some cases, sport striking red beards.

In all, hundreds of fighters from Russia's North Caucasus, where Chechnya is located, and other Russian-speaking regions are believed to be fighting in Syria and Iraq, alongside the Islamic State and al-Qaida-linked groups like the Al-Nusra Front.

Israel-Palestine-Jordan
Study: 49% of Gazans Killed in War Were Terrorists
[ArutzSheva] Updated study on Paleostinian Health Ministry death tally reiterates unprecedented terrorist to civilian ratio.

The terrorist to civilian ratio of Paleostinian deaths in Operation Protective Edge is an unprecedented 1:1, a news study released last week reveals - supporting earlier findings regarding the so-called "civilian casualties" Hamas, always the voice of sweet reason, touts to international media.

According to the highly respected Meir Amit Intelligence and Terrorism Information Center (ITIC), 49% of the "deaders" listed on the Hamas-run Paleostinian Health Ministry (PHM) list were found to have been linked to terrorist organizations; just 51% were confirmed civilian casualties.

The study, which has examined PHM's death tally since the war's early stages, has now tracked roughly 40% of published casualties during the war - some 842 people.

According to the ITIC, of those 842:

o 354 of those killed were terrorist operatives.

o 367 of those killed were non-involved civilians.

o 121 people who were killed are unidentified at this stage. Therefore, it is not possible to determine whether they were terrorist operatives or non-involved civilians.

o Of the 721 dead who could be identified, terrorist operatives constitute approximately 49% of the names. Non-involved civilians constitute approximately 51%.

o In addition, two names deemed originally as civilian casualties have now been re-identified as members of Hamas's "military wing," the Al-Qassam Brigades. A third has been re-identified as a member of Islamic Jihad
...created after many members of the Egyptian Moslem Brotherhood decided the organization was becoming too moderate. Operations were conducted out of Egypt until 1981 when the group was exiled after the assassination of President Anwar Sadat. They worked out of Gaza until they were exiled to Lebanon in 1987, where they clove tightly to Hezbollah. In 1989 they moved to Damascus, where they remain a subsidiary of Hezbollah...

PHM - the officiating body for casualty counts in Gazoo which has enacted a monopoly on Western media - is run by a known Hamas terrorist, Dr. Ashraf Al-Qurda.
Their motto: "About as accurate as The Lancet"
The PHM does not differentiate between turbans and civilians, but several "Paleostinian rights groups" - including one UN-based group - do, and have estimated the civilian casualty rate at between 72-82%.
Oddly enough, they have the same motto. Not-great minds, I s'pose.
Israel, however, has maintained since the early stages of the operation that some 900 of those killed, or 47%, were terrorists.
As the Good Book says, "Do justice, love mercy, and walk humbly with God." Both the first and the second require truth and accuracy.
Such a ratio of combatant to non-combatant casualties - roughly 1:1 - would be almost unprecedented in the history of urban warfare.

ITIC's results surface in the midst of the Paleostinian Arab leaderships' continued insistence that Israel has committed "genocide"

#6  Gaza could use a 12-aircraft ARCLIGHT strike. I'm sure the hamass/civilian ratio would be quite high, but the recidivism rate would greatly diminish. Of course, the secondaries would continue to boom for months...

#7  There were also a number of civilians who acted either voluntarily or not, as human shields, attempting to stop Israeli bombings with their bodies. Also, a number of civilians were executed by Hamas, and still others were hit by weapons fired from Gaza that landed in it. The number in these categories is probably at least 30 in each.

Ya'alon: 80% of Hamas's Rocket Arsenal Destroyed in Gaza Op.
[ArutzSheva] Defense Minister reiterates early figures that as many as 8,000 rockets were destroyed - but declines to call operation a 'success.'

Ya'alon also said that, in his view, Hamas, always the voice of sweet reason, attacked Israel "out of distress."

"[Gazoo] is isolated, politically and territorially," Ya'alon noted, adding that its calls to remove a transportation blockade have less to do with Israel's restrictions, and more to do with "Egypt's change in leadership."

Egypt, under recently-elected President Abdel Fattah al-Sisi, has indeed moved to isolate Hamas, accusing it of backing the Moslem Brüderbund on its own territory.

In addition to closing the Rafah border crossing and essentially imposing a siege on Gazoo, Egypt has also sealed most of the smuggling tunnels that are used to transport fuel and goods from Sinai, but also weapons and terrorists.

Success?

Ya'alon's estimate echoes an IDF officer's statement toward the end of the fifty-day war, whereby a military source close to Arutz Sheva revealed that some 70% of Hamas's arsenal had been decimated by August 23.

Ya'alon also offered similar figures in a separate summary earlier this month.

"The terror organizations in the Gazoo Strip - Hamas Islamic Jihad
...created after many members of the Egyptian Moslem Brotherhood decided the organization was becoming too moderate. Operations were conducted out of Egypt until 1981 when the group was exiled after the assassination of President Anwar Sadat. They worked out of Gaza until they were exiled to Lebanon in 1987, where they clove tightly to Hezbollah. In 1989 they moved to Damascus, where they remain a subsidiary of Hezbollah...
and others - had 10,000 rounds at the beginning of Operation Protective Edge," he said at the time.

"Today they have about a fifth of that but that's still 2,000 rounds," he said, adding that every interception of an incoming rocket by Israel's Iron Dome missile defense system cost $100,000.

Four weeks after the operation, Ya'alon has held by those figures. But he declined to call the operation a "success."

"Time will tell what we have achieved," he concluded.

Islamic State's Allure Causes Worry in Southeast Asia

group's jihadist appeal is fanning fears that it could serve as a potent new rallying cry for Southeast Asian turbans who had been largely brought to heel following past deadly terror attacks.

Authorities in Indonesia -- the world's most populous Islamic country -- and Moslem-majority Malaysia have watched with alarm as scores, possibly even hundreds, of their nationals are believed to have gone to Syria and Iraq to join the fight for a hardline Moslem caliphate.

Syria-Lebanon-Iran
Syrian Kurdish Leader Fears Kobani Massacre If Weapons Don't Arrive
[Ynet] A Syrian Kurdish leader called on Tuesday for Western states to provide weapons to his forces fighting Islamic State

in the besieged Syrian border town of Kobani, warning that his fighters were outgunned and risked massacre if help did not arrive soon.

Saleh Moslem, head of the Kurdish Democratic Union Party (PYD), which has close links to the Kurdistan Workers' Party (PKK) in Turkey,

said that his calls for arms had so far been rebuffed by the United States and European nations, blaming Turkey for obstructing his efforts.

"We are asking everybody who can help us to provide weapons to the people fighting against tanks and artillery, but nobody is doing anything. There will be many who are martyred," he told Rooters during a diplomatic mission to Europe.

"We have sent messages to the Europeans and the United States, but I think there are obstacles... Turkey and other countries are preventing this because they don't want the Kurds to be able to defend themselves."

Iran To Give Military Grant To Lebanese Army, Official Says
[Ynet] Iran is to give a military grant to the Lebanese Army, the head of Iran's national security council said on Tuesday, boosting security forces that are already backed by Soddy Arabia
...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. When the oil runs out the rest of the world is going to kick sand in the Soddy national face...
and the United States.

The Lebanase Army has been stepping up efforts to prevent Sunni Moslem fighters from Syria entering Lebanese border towns.

"The Islamic Theocratic Republic decided to give a military grant to the Lebanese Army," Supreme National Security Council Director Ali Shamkhani told news hounds in Beirut.

Asia Buys Less Than 1 Mln Bpd Of Iran Crude For First Time This Year
[Ynet] Asian buyers imported less than 1 million barrels per day of Iranian crude for the first time this year in August as China's buys hit the lowest since the easing of Western sanctions, although intake was still up 6.4 percent from a year ago.
No wonder they can sponsor a small war in Iraq and Syria, even donating to the Lebanese army.
Six world powers have been trying to overcome significant disagreements with Iran in the more-than-decade-long nuclear standoff that led to tough sanctions being imposed on Tehran in 2012, cutting its crude exports by more than half.

Imports by Iran's four major clients in Asia topped that mark in each of the first seven months of the year, rising to as much as 1.37 million bpd in February, although there has not been any apparent crackdown on the higher volumes.

#1  Nothing that significant here as far as I can tell. Slowing economies require lesser amounts of imported crude oil. Otherwise......behold the Kissinger - China doctrine. Introduce them to western capitalism, foreign investment, and the value of export markets and they will put down their weapons and joint the community of peace loving nations. The dismantling of sanctions is a key first step, you'll see.
