Tunisian establishment reels as outsiders claim election win
[AlAhram] Two political outsiders appear to have stunned Tunisia's political establishment, claiming victory after Sunday's first round of a presidential election.

With formal results yet to be announced, conservative law professor Kais Saied and detained media magnate Nabil Karoui cited exit polls late on Sunday to say they had advanced to a deciding run-off that will be held next month.

If confirmed by official results later on Monday or on Tuesday, it would represent a strong rejection of successive governments that have struggled to improve living standards or end corruption.

Saied described the exit poll results, which showed him with most votes, as "like a new revolution" in a radio interview, a reference to Tunisia's 2011 uprising that brought in democracy and set off the Arab Spring revolts elsewhere.

Tunisia's prime minister, two former prime ministers, the defence minister and a former president were among the political heavyweights competing, as was a candidate of the moderate Islamist Ennahda party.
"Moderate" and "Islamist" usually coincide only til they take power
"We received the message sent by the Tunisian people," Prime Minister Youssef Chahed said late on Sunday, conceding defeat.

Banned before the revolution and once seen as the main anti-establishment force in Tunisia, Ennahda has been a big player in successive coalition governments caught between the public desire for more spending and a need to reduce debt.

With a low turnout of 45% - down from 63% in 2014 - the result underscored widespread frustration over the sluggish economy, high unemployment, poor public services and persistent corruption.

Karoui, in a message read by his wife after the exit polls were published, said it was a message to a political elite that he accuses of using the judicial process to try to silence him.

He was detained weeks before the election over allegations of tax evasion and money laundering made three years ago by a transparency watchdog.

"You punished those who tried to steal the votes by putting me in prison without trial, and who prevented me from speaking to people in the campaign," his message said.

Egypt court sentence 6 to death for joining terrorist group, manufacturing explosives; 8 acquitted
[AlAhram] A Damanhour criminal court in Egypt's Behiera governorate sentenced on Sunday six defendants to death, two to life in prison and acquitted eight others over charges of joining a terrorist group and manufacturing and possessing explosives.

The court also sentenced two other defendants to 10 years and five years in prison.

Those convicted can appeal the verdicts.

Kuwait's Alrai newspaper said that at dawn on Saturday, an unmanned drone about the size of a small car came down to a height of about 250 metres over the palace, before turning on its lights and flying away.

Kuwait's Prime Minister Sheikh Jaber Mubarak al-Sabah has ordered the beefing up of security measures around vital installations in the country, according to a government statement posted on Twitter on Sunday.

"Security officials have started the necessary investigation regarding the drone that was seen flying over the coastal area of Kuwait City," it said.

Another newspaper, al-Rai, said that the drone continued for a considerable period of time and flew over the seaside residential palace of Emir Sheikh Sabah al-Ahmad al-Sabah who is undertaking medical tests in the United States.

Kuwait is an OPEC member which has land borders with Iraq and Saudi Arabia and shares sea borders with Iran.

Salahuddin's death: LHC to decide on Punjab govt request for judicial inquiry by high court judge

government's letter requesting that a high court judge be nominated to conduct a judicial inquiry over the custodial death of an alleged ATM robber Salahuddin Ayubi will be taken after the LHC chief justice returns to the country.

In a letter written to the LHC registrar on September 11, the Punjab government asked that a judge of the high court be nominated to constitute a one-man tribunal to hold a judicial inquiry to ascertain the facts and circumstances for Ayubi's death in police custody and to suggest measures to prevent any such incident in the future.

In a separate letter written on Sept 5, the provincial government had asked for a judicial officer to be appointed to hold a judicial inquiry into the matter. The high court's registrar today disposed of this request saying that a senior civil judge was already conducting an inquiry into Salahuddin's death.

In the wake of Ayubi's death, Chief Minister Usman Buzdar had ordered a judicial inquiry into the matter.

Ayubi, a resident of Gujranwala, was arrested in Rahim Yar Khan when he was allegedly caught stealing from an ATM machine on Aug 31. Two days later, he was reported dead. According to the district police officer's spokesperson Zeeshan Randhawa, Ayubi was behaving like a "mad man" in lockup when he "suddenly became unwell". He had said that the man was unconscious when he was shifted to the emergency ward of Sheikh Zayed Medical College Hospital, where doctors confirmed his death.

Police file 3 cases against rioters in Ghotki for vandalism, theft and road blockage
[DAWN] Ghotki police registered three cases against rioters who had taken to the streets to protest against an alleged incident of blasphemy

All first information reports (FIR) have been filed in the Ghotki A-section cop shoppe with the state as the complainant.

One FIR was filed under Sections 295 (injuring or defiling place of worship, with intent to insult the religion of any class), 147 (punishment for rioting) and 149 (every member of unlawful assembly guilty of offence committed in prosecution of common object) of the Pakistain Penal Code (PPC). AIG Ahmed said that Section 295 was included because the protesters had vandalised a Hindu temple. Police have nominated 45 people in the FIR, out of which 22 are named while 23 are unidentified.

Another case was lodged against 150 people ‐ 27 named and 123 unidentified persons ‐ for blocking roads. A third FIR pertaining to rioting and theft was filed against 23 people, including 11 unidentified persons, over reports that protesters had stolen goods from multiple shops in Shahi Bazar.

Police have asked the school administration to file a separate complaint against people who damaged the building and infrastructure, so that a fourth FIR can be registered. If the administration of the school is reluctant to act as complainant, it should inform the police so the case can be lodged on behalf of the state, the management was told.

In response to a question regarding the principal of the school, who has been accused of committing blasphemy, AIG Ahmed said that he will be taken to court after the law and order situation has been assessed.

Though the situation in Ghotki is relatively calm today, shops owned by Hindu residents in the Ladies Market, Shahi Bazaar and other areas remained closed. Delegations of political parties visited Dhaam Mandir today, which had been vandalised by mobs, and expressed solidarity with the Hindu community.

Sindh Taraqi Pasand Party Chairman Qadir Magsi, who was among the politicians who visited the temple, called for a judicial inquiry of the matter.

PROTESTS AND CONDEMNATIONS
Protests began in Ghotki on Saturday after a FIR was filed against the principal ‐ who is from the Hindu community ‐ of Sindh Public School on the complaint of Abdul Aziz Rajput, a student's father who claimed that the former had committed blasphemy.

Residents of Ghotki demanded that the police arrest the principal, issued a call for a shutter-down strike, and erupted into the streets in protest. Videos of stick-wielding protesters were shared on social media on Sunday, in which they were seen vandalising a Hindu temple and damaging the school where the alleged incident took place.

Protests were also held in surrounding towns, including Mirpur Mathelo and Adilpur, where demonstrators blocked roads and demanded that the police arrest the school principal.

According to rights activist Sattar Zangejo, the Hindu community of the area was forced to remain indoors due to the riots.

West Bank, Gaza crossings to be closed for Palestinians on election day
[IsraelTimes] Closure will be in effect from midnight Tuesday to midnight Wednesday, except for humanitarian-related cases, as is customary for holidays.

The military said the closure would begin at 12:01 a.m. Tuesday and last for 24 hours, pending a situational assessment.

Election day is a paid vacation day for workers in Israel. Most polls open at 7 a.m. and close at 10 p.m.

The closure will affect the tens of thousands of Paleostinians who legally work in Israel every day, most of them in construction and maintenance.

Israeli citizens will still be permitted to move between the West Bank and Israel.

600,000 Rohingya still in Myanmar at 'serious risk of genocide': UN
[DAWN] Rohingya Moslems remaining in Myanmar still face a "serious risk of genocide", UN Sherlocks said on Monday, warning the repatriation of a million already driven from the country by the army remains "impossible".

The fact-finding mission to Myanmar, set up by the Human Rights Council, last year branded the army operations in 2017 as "genocide" and called for the prosecution of top generals, including army chief Min Aung Hlaing.

Some 740,000 Rohingya fled burning villages, bringing accounts of murder, rape and torture over the border to sprawling refugee camps in Bangladesh, where survivors of previous waves of persecution already languish.

But in a damning report, the UN team said the 600,000 Rohingya still inside Myanmar's Rakhine state remain in deteriorating and "deplorable" conditions.

"Myanmar continues to harbour genocidal intent and the Rohingya remain under serious risk of genocide," the Sherlocks said in their final report on Myanmar, due to be presented on Tuesday in Geneva.

The country is "denying wrongdoing, destroying evidence, refusing to conduct effective investigations and clearing, razing, confiscating and building on land from which it displaced Rohingya," it said.

Iran's supreme leader: There will be no talks with US at any level

[NY Post] Iran's Supreme Leader Ayatollah Ali Khamenei on Tuesday ruled out talks "at any level" with the US amid rising tensions after a strike on Saudi oil facilities, apparently quashing speculation that President Trump would meet with Iranian President Hassan Rouhani at the United Nations next week.

"Iranian officials, at any level, will never talk to American officials … this is part of their policy to put pressure on Iran … their policy of maximum pressure will fail," state media quoted Khamenei as saying, adding that "All officials in Iran unanimously believe it."

He said the US is trying to prove that its "maximum pressure" campaign against the Islamic Republic is working, but "in return, we have to prove that the policy is not worth a penny for the Iranian nation."

Despite the stubborn rhetoric, Khamenei left open the possibility of broader talks between the US and the world powers still participating in the 2015 nuclear deal.

Russia could protect Lebanon with S-400 system after Israeli attack

According to the Russian publication Avia.Pro, the warning indicated that Russia was willing to protect Lebanese airspace with their S-400 air defense system.

"Given such information, it is most likely about the inclusion of Lebanese territory under the protection of the Russian Triumph S-400 air defense systems, which will allow control over Israeli actions, especially since the last attacks on Syrian territory were carried out from the airspace of this country," the publication said.

It could also be simply that Putin understands that Netanyahu, now desperate to extend his political career to a record fifth term as prime minister as next week’s elections loom, could be ready to risk a major and very unnecessary Middle East conflagration in order to continue to appeal to Israeli right wing and nationalist voters.

The Russian S-400 system is already present inside Syria; however, there has been no indication from the Russian Ministry of Defense that this has been offered to Leb.

Photo of alleged new Hezbollah anti-ship missile released
[ALMASDARNEWS] A photo posted on Twitter this week showed what is believed to be a new anti-ship missile in the possession of Hezbollah’s military wing.

It was first posted on the Twitter account of @South_Thaer; it showed a large anti-ship missile with the "Islamic Resistance" emblem along the side of it.

The missile itself resembled one of the Chinese-made YJ-83, which is currently used by the Chinese military.

It is worth noting: while the photo itself has the logo of Hezbollah’s official media wing on it, the image cannot be found on any of the Lebanese group’s channels.

group has released a new alleged audio recording calling on members of the holy warrior group to do all they can to free IS detainees and women held in jails and camps.

The purported audio by Abu Bakr al-Baghdadi is his first public statement since April, when the shadowy leader appeared in a video for the first time in five years.

In the 30-minute recording released today by a media arm of the group, al-Baghdadi asks: "How can a Moslem enjoy life?" when Moslem women are held in camps that he called "prisons of humiliation run by Crusaders and their Shiite followers."
The Jerusalem Post adds:
Islamic State's media network on Monday published an audio message purporting to come from its leader Abu Bakr al-Baghdadi warning that "daily operations" were underway.

"Daily operations are underway on different fronts," he said in the tape published by the Al Furqan network, in what would be his first message since April. He cited several regions such as Mali and the Levant but gave no specific timings.

) in Syria have filed lawsuits against La Belle France's top diplomat over his refusal to let them come to La Belle France, lawyers said Monday.

The suits, filed in July and September, accuse Foreign Minister Jean-Yves Le Drian of "failing to provide aid" to people in "danger" at camps operated by Kurdish-led Syrian Democratic Forces in northeastern Syria.

The complaints were filed with the Court of Justice of the Republic (CJR), which hears cases over alleged misconduct by former or serving ministers.

It is the latest legal challenge to La Belle France's longstanding opposition to allowing the children and wives of suspected jihadists in Syria or Iraq to return home.

The government, which says it considers requests on a case-by-case basis only, has brought back just 17 children since March, many of them orphans.

Critics say the policy exposes innocent victims of the war, many of whom have suffered serious trauma during the fighting and coalition bombardments, to long-term psychological risks.

"The policy of 'case by case' keeps more than 200 children and their mothers exposed to inhumane and degrading treatment, and at risk of death," the lawyers said.

A similar lawsuit was filed against La Belle France last May at the European Court of Human Rights, by the grandparents of two children stranded with their French jihadist mother in Syria.

The boy and girl, who were born in Syria, are among an estimated 500 children of French citizens who joined the Islamic State's so-called "caliphate" before the jihadists' last Syrian redoubt was overrun in March.
