[Tolo News] Local officials said more than 100 school girls were poisoned in western Herat ...a venerable old Persian-speaking city in western Afghanistan, populated mostly by Tadjiks, which is why it's not as blood-soaked as areas controlled by Pashtuns... province early Monday.
The incident took place in Herat city when the girls were at school, said officials.
The girls have been taken to a nearby hospital for treatment, officials said.
"So far it's not clear how the incident happened but we have started investigations," officials said.
Officials did not provided further details about the incident.
Poisoning of school pupils, especially at girls schools, has increased in recent months -- sparked concern among many families in Afghanistan.
No group including the Taliban has grabbed credit for the incident.

[Tolo News] At least 150 Taliban hard boyz were killed in a large-scale military operation in eastern Nangarhar The unfortunate Afghan province located adjacent to Mohmand, Kurram, and Khyber Agencies. The operation was launched in Hesarak, Sherzad and Khoghyani districts of the province which borders Pakistain. The operation was launched to clear hard boyz a month ago and ended on Monday, Mohammad Zaman Waziri, the commander of Selab 201 Military Corps in eastern Afghanistan said.
The operation was named "Musalas-e-Ahaneen" in which 13 security soldiers were also killed and three others injured, Mohammad Zaman Waziri said.
The military officials said that the hard boyz gathered across the border and come into Afghanistan with the intention of destabilizing the country.
"We have destroyed all Taliban bases in Hesarak and Sherzad districts of the province and the Taliban hard boyz had massive casualties in the month's operation," said Waziri.
The military soldiers, who have since returned to their bases, said the "Taliban hard boyz created problems for residents in these areas. We were sent from different provinces to rescue our people."
"I have fought the Taliban hard boyz face-to-face and the people," a soldier Ahmadullah said.
Another soldier, and resident of eastern Kunar province ... which is right down the road from Chitral. Kunar is Haqqani country..... , Mustafa said that "the Taliban created problems for the people. I have killed a number of Talibs and as long as I am alive I will rescue my peoples from them."

The statement further states that these people were planning more attacks in Kabul but NDS personnel detained them before they could implement their intentions.

They also include some commanders from Haqqani terrorist network identified as Israr Ahmad, Malik and Mustafa who implemented one attack on Hamid Karzai International Airport and two others in Shah Shaheed and Fourth Macroryan areas.
According to NDS statement these holy warriors were working on carrying out 13 more attacks in Kabul to target the Presidential Palace, NDS compound in Shash Darak area, Ministry of Defense, U.S. Embassy, police headquarters, Parliament House and Khatam-un-Nabiyeen University.
The Press Release further states that last week NDS seized 13 tons of kabooms in two trucks in Paktika ...which coincidentally borders South Wazoo... province. According to the statement these trucks were made ready to cross into central provinces for kabooms.

Four loyalist soldiers died and 22 were maimed on Aug. 30 in festivities with ISIL in the southern district of Hawari, the pro-government LANA news agency reported.
"Fierce festivities with all sorts of weapons are still ongoing Monday between the army and terrorist groups," LANA said, quoting a military source.
Loyalist forces have advanced into Hawari and control much of the district, it added.
The eastern city has been rocked by near-daily fighting for more than a year between pro-government forces and gangs including fighters from the radical Ansar al-Sharia ...a Salafist militia which claims it is not part of al-Qaeda, even though it works about the same and for the same ends. There are groups of the same name in Libyaand Yemen, with the Libyan versions currently most active. Tunisia's Shabaab al-Tawhid started out an Ansar al-Sharia and changed its name in early 2014. It still uses the old name now and then, probably because the stationery's not all used up and the web site hasn't expired yet... and ISIL.
LANA also cited an army front man as saying that a special forces commander, Imad el-Jazwi, was killed in a mine blast on Aug. 31.
Jazwi had been searching a house in the central neighbourhood of Al-Laythi when the kaboom killed him and maimed three members of his unit, the front man said.
Libya descended into chaos after the 2011 uprising that toppled and killed veteran dictator Moamer Qadaffy.
The North African nation has two rival parliaments and governments and several gangs vying for power and its oil wealth.

It has also occurred on the eve of the 46th anniversary of the coup which brought Muammar Qadaffy ...Custodian of Wheelus AFB for 42 long years until he was ejected from the gene pool by his indignant citizens... to power in 1969. As a result, it was thought at first there might be a link.
However, death is not the end. There remains the litigation over the estate... this evening IS was claiming on Twitter that its "brave soldiers" had been able to bomb "the apostates".

The attacks were the latest bloodbath in the six-year-old insurgency by the hard boy group aimed at carving out an Islamic state in the volatile region.
Babakura Kolo, a vigilante fighting Boko Haram, said 68 people were killed in the attack on Baanu village in Borno state late on Friday while residents said another 11 people were rubbed out in two other villages on Saturday and Sunday.
"Reports reached us of an attack on Baanu village late Friday where Boko Haram gunnies riding on horses opened fire on the village. Sixty-eight people were killed in the attack," Kolo told AFP.
He said the gunnies stormed Baanu around 8.30 pm (1930 GMT), shooting sporadically.
Baanu resident Aisami Ari who fled the attack to the state capital Maiduguri on Saturday, also confirmed the attack and the corpse count.
"The attackers came on horses around 8.30 pm and began shooting sporadically. The whole village was thrown into confusion and everybody fled. We returned after they had gone and found out they had killed 68 people in the village," he said.
"Most of us left the village on Saturday for fear of a fresh attack," he added.
A government official, who demanded anonymity, however put the corpse count in Baanu at 56.
Kolo also said four people were killed in another attack by the Islamists in Karnuwa village on Saturday.
"They rubbed out four people in the village, including the chief imam of the village, his son and two neighbours," he said.
Local resident Saleh Musa told AFP of a third attack on Hambagda on Sunday where they killed seven villagers and injured five others.
"The attackers arrived on horseback around 2:00 pm while people were praying in the mosque. They went straight to the mosque and opened fire on worshipers," said Musa who later fled to the nearby town of Askira Uba.
"They killed seven people, while five others were maimed. I was late for the afternoon prayers and I was at home preparing to go to the mosque and join in the prayers when the attack happened."
Army front man in Maiduguri, Colonel Tukur Gusau, and Borno government front man Isa Umar Gusau said they could not immediately comment on the attacks.

[Hurriyet Daily News] A 17-year-old migrant was killed during a shootout at sea between Greek port police and human smugglers, the government said late Aug. 29.
"A serious incident occurred off the island of Symi when a yacht carrying 70 migrants from The Sick Man of Europe Turkey's ...the only place on the face of the earth that misses the Ottoman Empire.... western shores tried to illegally enter [Greek waters]," the Marine Ministry said in a statement.
Greek port police and officials from the EU border agency Frontex managed to halt and board the boat.

The arrests come at a time when National Security Adviser (NSA) level talks between Pakistain and India have been suspended amid frequent exchanges of fire between border troops of the two nuclear-armed neighbours, which have claimed the lives of several civilians on both sides of the border.
The latest development also follows the arrest of several suspects in Karachi and Lahore whom security and intelligence agencies claim to have links to India's Research and Analysis Wing (RAW) spy agency.

"It did not appear to be an attack on the varsity but its motive seemed to create harassment and fear," opined the police officer.
Contingents of police and Rangers rushed to the spot and launched a search operation in the adjoining Pehlwan Goth locality, said SP Qaimkhani.
"It was not a university-specific incident," said Habib University President Wasif Rizvi.
According to Mr. Rizvi, a law-and-order situation emerged in the neighbouring Pehlwan Goth area where suspects resorted to firing. As a result, the university's security personnel were alerted.
Later, the varsity's spokesperson, Sibtain Naqvi, said Rangers and police contingents searched the campus and cleared it.
The university spokesperson added that sounds of firing and kaboom were heard "near the varsity."

[RUDAW.NET] Fighting is still underway between Iraqi forces and ISIS for control of the critical refinery town of Baiji, with the the city's mayor describing the process as slow.
"The military operation had been temporarily slowed for two weeks as army forces, the Hashd al-Shaabi [Popular Mobilization Units] and local police reorganized in order to restart their attacks," Mayor Mohamad Mahmud, told Rudaw Arabic on Sunday.
Baiji, located in Salahadin province roughly 210km from Baghdad, fell to ISIS in 2014. The city's oil refinery is said to be the largest in Iraq and vital for the economy.
"A military operation is going on in Tal Jirad against Daesh elements, south of Baiji," the mayor added, using the Arabic acronym for ISIS.
The government has claimed victory in Baiji several times in the past months, but the reports have been unfounded. ISIS suicide kabooms have halted the advances of Iraqi forces, according to reports.
ISIS murderous Moslems attacked Hashd al-Shaabi forces in recent days, rigging 18 military vehicles with explosives, killing and wounding dozens of Iraqi forces.
Reports that the Shiite militias, known as Hashd al-Shaabi, had withdrawn from Baiji and Anbar last week have been denied by the group's commanders.
Local media reported that Shiite militias' alleged withdrawal from Iraq's Anbar and Baiji was caused by the presence of US advisers in the area.
The pro-Iranian Shiite group, however, claimed that US forces have no role on the ground and that their forces will not withdraw from the battle.

Three of the Hashd al-Shaabi shown are from the Shiite tribe of Ghazalin in the city of Najaf, and one of them is from the tribe of Kanan in Babil province.
Footage appearing to show Abu Azrael carving the flesh from the body of a charred ISIS fighter he burned alive has recently made the rounds on the Internet.

[Inquirer] The Moro National Liberation Front said it was hopeful that the Philippine government would lift the arrest warrant for its leader, Nur Misuari, so he could join the delegation to Manila on September 2 for the tripartite meeting with the government and the Organization of Islamic Conference.
On its official Facebook page, the MNLF said Misuari and some 80 MNLF officials were included in the list of those attending the meeting, to thresh out problems hounding the erstwhile militant group. The MNLF wrote, "We hope the warrant would already be lifted against our beloved leader Prof. Nur Misuari."
Misuari has been in hiding after warrants were issued against him over the September 2013 siege, where at least 300 people were killed and over 120,000 families displaced. Despite being in hiding, Misuari maintains close contact with the MNLF faction that he heads.
Regional State Prosecutor Peter Medalle said they have not received any information that Misuari's warrant would be lifted and that the former miltant leader-turned-politician could still be nabbed on sight.

[Ynet] Russia has begun its military intervention in Syria, deploying an aerial contingent to a permanent Syrian base, in order to launch attacks against ISIS and Salafist tough guys; US stays silent.
Russian fighter pilots are expected to begin arriving in Syria in the coming days, and will fly their Russian air force fighter jets and attack helicopters against ISIS and rebel-aligned targets within the failing state.
According to Western diplomats, a Russian expeditionary force has already arrived in Syria and set up camp in an Assad-controlled airbase. The base is said to be in area surrounding Damascus, and will serve, for all intents and purposes, as a Russian forward operating base.
In the coming weeks thousands of Russian military personnel are set to touch down in Syria, including advisors, instructors, logistics personnel, technical personnel, members of the aerial protection division, and the pilots who will operate the aircraft.
Past reports have stated that the Russians were in talks to sell the Syrians a package of MiG-29 fighter jets, and Yak-130 trainer jets (which can also serve as attack aircraft.) The current makeup of the expeditionary force is still unknown, but there is no doubt that Russian pilots flying combat missions in Syrian skies will definitely change the existing dynamics in the Middle East.
The Russians do not harbor offensive intentions towards Israel or other sovereign states in the area, and their main stated goal is battling ISIS and preserving Assad's rule. However, corruption finds a dozen alibis for its evil deeds... their presence will represent a challenge to the Israeli Air Force's freedom of operation in the skies above the Middle East.
Western diplomatic sources recently reported that a series of negotiations had been held between the Russians and the Iranians, mainly focusing on ISIS and the threat it poses to the Assad regime. The infamous Iranian Quds Force commander Major General Qasem Soleimani recently visited Moscow in the framework of these talks. As a result the Russians and the Iranians reached a strategic decision: Make any effort necessary to preserve Assad's seat of power, so that Syria may act as a barrier, and prevent the spread of ISIS and Islamist backed militias into the former Soviet Islamic republics.
The Russians are not the only ones coordinating their Middle East policy with the Iranians; The US has also jumped aboard that train. American government officials have been holding intensive consultations with representatives of the Iranian regime concerning a stronger joint effort against ISIS in Iraq. It seems that the US government currently views Iran as a central and necessary force in the campaign against ISIS within Iraq.

Western diplomatic sources have emphasized that the B.O. regime is fully aware of the Russian intent to intervene directly in Syria, but has yet to issue any reaction. The absence of a vocal opposition from the B.O. regime is compounded by its cessation of calls for the dissolution of Assad's murderous regime.
This and more: The Iranians and the Russians- with the US well aware- have begun the struggle to reequip the Syrian army, which has been left in tatters by the civil war. They intend not only to train Assad's army, but to also equip it. During the entire duration of the civil war, the Russians have consistently sent a weapons supply ship to the Russian held port of Tartus in Syria on a weekly basis. The ships would bring missiles, replacement parts, and different types of ammunition for the Syrian army.
Arab media outlets have recently published reports that Syria and Russia were looking for an additional port on the Syrian coast, which will serve the Russians in their mission to hasten the pace of the Syrian rearmament.
In the meantime, Assad's army is in full scale retreat in the strategic province of Idlib. Mere days ago, a force from the Jaesh Al Fatah (A coalition or rebel groups including Jabhat al-Nusra ...formally Jabhat an-Nusrah li-Ahli sh-Sham (Support Front for the People of the Levant), also known as al-Qaeda in the Levant. They aim to establish a pan-Arab caliphate. Not the same one as the Islamic State, though .. ... ) advanced on the Abu Duhur military airfield in southwestern Syria's Iblib province, which borders on Latika. Alwaite and Christian residents of the area have fled to the last remaining Alawite Bantustans along the country's coastline.
Even The Sick Man of Europe Turkey ...the only place on the face of the earth that misses the Ottoman Empire.... , which has so far avoided any action which would strengthen Assad, has had to come to terms with the Russian-Iranian move and the resulting American silence, leading it to launch its own bombing campaign against ISIS in Syria.
During a recent trip to Qatar ...an emirate on the east coast of the Arabian Peninsula. It sits on some really productive gas and oil deposits, which produces the highest per capita income in the world. They piss it all away on religion, financing the Moslem Brotherhood and several al-Qaeda affiliates... , Erdogan reached understandings with the Qataris and the Saudis regarding a program to arm Moslem Brüderbund backed rebels who are fighting against ISIS, de-facto fighting both Assad and ISIS.

In regards to Syria "the Russians are coming" to clean up the mess that Susan Rice's Syrian rebel initiative not only failed miserably, but the immediate surrender of Ms Rice's rebel forces resulted in more arms for Al Qaeda in Syria. It was not only Ms Rice's failure, the failure rests squarely on the US Senate who approved the failed adventure by a vote of 78-22 in 2015. Washington overall is completely incompetent in the ME.

[EN.ZAMANALWSL.NET] At least 13 people, including 6 children, have been killed on Sunday in Syrian regime air strikes on Eastern Ghouta Suburbs near Damascus, a monitoring group said.
The Syrian Network for Human Rights said 7 people, including 3 children, have been killed in missile attack on Saqba town in the eastern district of Damascus.
Also 6 people, including 3 children and 2 women, have bit the dust in raids on Douma city, some 15 km (10 miles) northeast of the capital. The area is besieged by regime forces.
The monitoring group that tracks Syrian war said at least 16,744 enforced disappearance cases by regime have been documented in Damascus suburbs since the Syrian revolution erupted in March 2011.
Last week, government air strikes on east of Damascus had killed 247 people, including 50 children, and maimed 1,000 more people, the Syrian Observatory for Human Rights said.
The attacks on the rebel-held Eastern Ghouta region included Aug. 16 air strikes that killed 117 people in a marketplace in Douma.
A rescue service operating in the rebel-held region, the Civil Defense, had documented 265 deaths, including 44 children and 33 women in the same period, said the front man for Rif Damascus - the rural area around the city. Speaking to Rooters via the internet, he put the maimed at 1,200.

[EN.ZAMANALWSL.NET] Fatah Army rebels have renewed attacks on two Shi'ite villages in northern province of Idlib, pressing advances as a ceasefire broke down the day before.
Activists said the ongoing festivities that erupted on Sunday are taking place in al-Sawaghiya district near of Kefraya and al-Foua villages in the northwest of rebel-held province.
The heavy shelling has also renewed in Zabadani town near the Lebanese border.
The truce between the Syrian army and the Lebanese group Hezbollah on the one side, and Fatah Army represented by the dominant Ahrar al-Sham ...a Syria jihadi group made up of Islamists and salafists, not that there's that much difference, formed into a brigade. They make up the main element of the Islamic Front but they don't profess adoration of al-Qaeda and they've been fighting (mainly for survival) against the Islamic State. Their leadership was wiped out at a single blow by a suicide kaboom at a crowded basement meeting in September, 2014... movement, on the other, came into effect on Thursday. But it took just two days to break out.
The sides had discussed evacuating the maimed from the three areas under the ceasefire but so far none have been transported out, the Observatory said.

ISIL faceless myrmidons fought street battles against Salafist tough guys in Asali, part of the capital's southern Qadam district, after seizing two streets there over the weekend, the Syrian Observatory for Human Rights said.
"This is the closest ISIL has ever been to the heart of Damascus," Observatory head Rami Abdel Rahman said.
He said the jihadists had advanced from the adjacent Al-Hajar Al-Aswad neighborhood, where they have been based since July 2014.
A Syrian military official confirmed the festivities and said he was "very happy that they are fighting."
"But we are ready to react if they try to advance into government-held territory," the official told AFP.
According to the Observatory, opposition-held Qadam has been relatively quiet since a truce between rebel groups and regime forces there a year ago.
It said fighting in the district on Aug. 30 left 15 fighters dead, but it could not specify how many were from ISIL and how many were Salafist tough guys.
Abdel Rahman said the "fierce street battles" had forced civilians to flee the area.
Since its expulsion from the Eastern Ghouta suburb of Damascus last year, ISIL has used Al-Hajar Al-Aswad as a base for attacks on the capital. From there, it tried to seize the Yarmuk Paleostinian refugee camp in April, but was pushed back.
That same month, ISIL kidnapped two opposition fighters from Qadam and beheaded them in Al-Hajar Al-Aswad.

Air strike in Syria? Is that part of defending the "red line"?
[Mil.com/Stars and Stripes] YOKOTA AIR BASE, Japan -- The Army is looking for soldiers and civilians to serve in new cyber units charged with protecting critical stateside infrastructure and creating "effects" on the battlefield in support of conventional forces. The challenge: Attracting the creative, energetic talent typically drawn to the freewheeling tech sector.
Army Cyber Command has about 20 teams in place, out of the 41 that it hopes to form by the end of next year, said Command Sgt. Maj. Rodney Harris, an adviser to Army Cyber Command and its commander, Lt. Gen. Edward C. Cardon.
Cyber protection teams harden key networks, mitigate risk and hunt for intruders. Other teams protect critical infrastructure, support commanders on the battlefield, analyze intelligence and develop software, Harris said.
Recruiters are hoping to tap into some of the energy that has helped Silicon Valley lead the world in information technology. However, it's unclear whether the Army can provide an environment compatible with the techies whose skills have made Google, Microsoft and Apple household names. A different sort of soldier will need to be recruited to fight in "a seriously nontraditional" space, said Arizona State University engineering professor Braden Allenby.
The challenge for recruiters is twofold. They need to attract skilled techies to the military, then make sure they don't trigger an "immune response" from the more traditional military organizations they need to work with, Allenby said.
The Army has been building its cyber force since 2010, and Harris said the goal is to recruit 1,899 cyber workers -- its share of 6,000 employees under the umbrella of the Defense Department's Cyber Command.
The Army's cyber teams are scheduled to be fully staffed by the end of next year, though it will take longer to complete training, said Capt. Micah Bushouse, who works for Army Cyber Command's advanced concepts and technology section.
Bushouse, whose job is to ensure cyber soldiers have the funding and gear they need, has a telecommunications degree from Michigan State University and spent nine years as a signal officer before joining Army Cyber Command.

Trying to fit a round peg into a square hole. The mentality and profile of the cyber types does not fit the 18th Century military social order. Nor does it fit the institutional structure of routine reassignment, 'professional' development, and 'up or out' personal management of the place. You have to remember the Los Alamos crew were 'bright' civilians and while the senior management and administration team was in uniform, the workers were not. Think charter schools vs public school. Think Freikorps rather than line units.

They do that with the National Laboratories(Livermore, Los Alamos, Aragonne, et al). Civil Service couldn't pay enough to attract 'smart people' for DoD tech (and nuke) research in the post WWII period, so they set up the laboratories as contractors to the government. Then you get the other problem. They become 'welfare' for the gifted. You down size the military massively for whom their existence was an excuse and you keep all the laboratories.

Just like everything else the government sticks it fingers in. You get more of what you subsidize causing distortions in resource distribution. It's all fun(d) and games, till other people's money runs out.

1. The labs went off the rails to 'discover' new means of killing time and money when defense shrunk. So, when you do have an issue of cyber security, they aren't there in the force that's needed to address the issue. Misallocation of resources.

I remember discussions in D.C. about CNA (Computer Network Attack) capabilities back in 2002. Anyone doing anything along those lines, or as P2K indicates, are we stuck on stupid by lawyers ?

Why not a separate branch? These do not fit into any traditional military service, which are by nature combat oriented. It need to be more along the lines of the Coast Guard mixed with the NSA. No reason to put these thru boot camp or other traditional forms of military discipline.
Use the Army people who can operate in both cultures for the liaison and possib C&C function to coordinate physical and cyber operations and actions against his tiles.

This problem is a real thing. Here is how we (the Government) is trying to solve it.
The National Guard is working now to bring in weekend warriors as the cyber leaders for the armed forces, because they have real paying jobs most of the time. And when the SHTF then they can be brought in to fix things.
I am not going to blow sunshine up your skirt and say this is a good thing, but it is better than a no-thing, which is what we have had for the last decade.
