Both the US and Russia are led by intelligence agencies. Vlad and the FSB on one side. The Klingons on the other.

The S-2 (intelligence officer) sees the S-3 (operations officer) as a moron. He secretly dreams of becoming the S-3, or assuming the role of operator. Vlad and our own intelligence community are 'living the dream.' Everyone wants to be an 'operator.'
