#2 Isn't lifting secrecy classifications am undisputed Presidential / civilian leadership prerogative?

I'm pretty sure that photographs of Soviet missiles in Cuba taken by US planes were highly classified before the Kennedy administration decided to disclose them to the world public.

Also this isn't that big of a bombshell.

During Trump's presidency it came out that Trump was being consciously deceived about US troop deployments, essentially deposing him as CiC.

Mercutio, of course they aren’t telling that poor man anything more than the next words for him to parrot. There really isn’t any point in making it more complex than that for him. Though from time to time they do let him be in the room for the photographers.
